CCLD Part A & B application checklist
Community Care Licensing Division reviewers know what a complete, well-prepared application looks like. Here's what to have ready.
Part A: facility application
- Business entity registered with the California Secretary of State
- Property that meets local zoning for a residential care facility
- Fire clearance in progress or completed
- Facility floor plan showing compliant room configurations and occupancy
- Policies and procedures for resident care
Part B: administrator application
- Completed Initial Certification Training Program (ICTP) — 35 hours for ARF administrators, 80 hours for RCFE administrators
- Passing score on the state-proctored administrator exam
- Background check clearance
- CPR and first aid certification
Financial documentation
- Monthly operating statement
- Balance sheet
- Proof of sufficient operating funds (financial information release and verification forms)
Why completeness matters
An incomplete application doesn't just sit and wait — it gets sent back for correction, which restarts the clock on that portion of review. Going in with every piece above already prepared is the single biggest lever you have over your own timeline.
